    Abstract: 軟實力是改變世界的原動力,軟實力的概念在過去10年,已經成為外交政策的一個重要因素,它已經在西方世界之外造成強大的磁吸效應,多數國家現在正認真努力地發展他們的公眾外交,並面臨與海外觀眾交往的種種挑戰。因為全球資訊革命和多重跨國的聯結,人們有更多的連繫,軟實力在當今的資訊時代更形重要,而如韓國般的中等強國(middle power),有意識地尋求軟實力,以彌補相對於強權國家的硬實力的不足,軟實力在東亞地區在獲得國家影響力和地位上,愈來愈具有戰略價值。韓流已經成為一種世界性現象,本文擬以韓流新勢力K-POP 為例,就韓國如何發展軟實力之戰略進行分析,並檢視韓國軟實力在全球的地位及探討韓流的崛起及其影響與效益。
