    Abstract:
Company in traditional Industrial Control System industry, take the Taiwanese case as example, the expertise in Operation Technology (OT) manufacturing is well-known as their core competency. However, along with the time runs to the Industry 4.0 (I4.0) era, the technology of Internet of Things enables the concept of Industrial Internet of Things (IIoT), which brings a brand new challenge to the traditional ICS industry. ICS manufacturer can no longer just stay on OT area but have to involve in Information Technology (IT) development in order to not losing their competitive advantage.
Software development process is the fundamental activity of IT development. Similar to many OT development process like cars manufacturing that pursuing the Total Quality Management (TQM), quality is also one of the most critical value within the software development. Nevertheless, the mindset and the corresponding process of OT manufacturing is totally different from the IT development, especially for the quality management practice in terms of obtaining the operational excellence as ICS companies do in OT manufacturing. As a result, it is important and necessary for ICS corporate to also adapt comprehensive IT development as soon as possible to seize such great opportunity.
In this essay, an Agile-driven Software Quality Management framework that aligned to Total Quality Management principles is proposed. Illustrating how may Taiwanese ICS company adapt to effective software quality practice to achieve same level of quality standard as they used to acquire in OT manufacturing.
