    摘要: 本文以深度訪談的方式，總共訪問了六十一名瞭解報禁前後發行及送報業務變化 的人士。本文主旨在說明報禁政策中的限證、限印、與限張的措施如何影響到發行與 送報體系，並以時空的辯證觀點分析發行與送報在台灣所代表的意涵。解禁前，由於 限印政策的施行與交通底層建設的不完善，致使報紙發展受到極大的空間限制，各報 無不竭盡所能趕在最早的時間點內將報紙運往各地送報單位手上，在報業激烈競爭之 下，時間的掌握能力便成為發行的第一要務。限印政策解除後，資本雄厚的報紙，在 中央化控制式的集團勢力支撐之下，得以透過設置全國性印刷廠有效解決空間的障礙 ，充分掌握時間的優勢。相對於報社的發行而言，空間的駕馭能力卻是送報單位發展 的重要關鍵。限張政策的解除，使送報由市場法則支配，在都市送報體系裡複雜、交 錯的非正式經濟中，一種由規模經濟、多角化經營、併吞以及合縱連橫的策略於是成 為送報單位遂行其「散落式控制」之成功要訣。透過兼併與結盟方式，大型送報單位 於是充分掌握了空間運用的優勢，進而有效在短時間內發展眾多的訂戶。易言之，報 禁解除後，台灣的發行與送報體系，已從政治控制型態，轉型到報業財團化、送報單 位集中化的市場機制方向發展。
    By interviewing sixty-one experienced informers related to Taiwan`s newspaper circulation systems, this study aims to explain how Taiwan`s Newspaper Deregulation Acts influence the functioning of newspaper circulation systems. The lifting of the regulation on issuing new certificates, the restriction of newspaper printing in different places, and the limit of newspaper volumes are discussed in a detail. Findings suggest that the restriction of newspaper printing locations set a limit on the spatial development of large newspaper conglomerates. The lifting of the limit on newspaper volumes contributed to the commercialized and market-oriented transformation of newspaper distributing processes especially in urban areas. The lifting of these Acts produced great effects on Taiwan`s newspaper circulation systems. For newspaper companies, the pursuit of "time" and "spontaneity" is a crucial factor for their circulation success. In the local distribution networks and distributing agencies, on the other hand, the control of "space" and "dispersion" in spaces is essential for efficient work. If newspaper companies want to be successful in its circulation network, "time" and "space" are both important factors not to neglect.
