Abstract:	有鑑於我國廣播事業過去在經營、管理和發展上，一直缺少全面的政策與法規，因此，本文認為具前瞻性的政策必須決定以下問題：(1)目前這種「官管商營」的電視制度是否應該繼續？其表現是否符合國家社會的利益？(2)如果不採用現行的制度，那麼該採用什麼制度？「國有國管」？「公共系統」？「公共與商業並存」？應該重新評估；(3)管理者的地位及層面要設法提升；(4)對於一些新的技術引進，不能全由硬體主管做主，這會造成一種「進步的危險」或「偉大的浪費」，更必然會激起軟體危機；(5)一切都得法規化，能與不能，都得有一個常設機構來研究，而後一一完成立法。
