    Abstract: 本文旨在歸納英國、美國「無線電讀」與「有線電讀」發展之經驗,以作為國內借鏡。首先,由英、美的發展經驗可知:(1)以新傳播媒體的發展而言,英國是採「計劃性」發展,而美國則採「放任性」發展;(2)英、美先進國家在採納傳播新聞科技時,都從小規模的實驗開始,再慢慢推廣;(3)不管是「計劃性」或「放任性」的發展模式,出發點都是為消費者提供貼切的服務,而不是讓政府部門或資本家獲得暴利。其次,在發展相關產業時,國內似應考量:(1)目前「集中化」的傳播政策,似無法適應「非集中化」的新傳播科技到來;(2)在傳播法令上,是否目前「中央集權化」的管理仍適用於平民化的傳播科技,值得有關單位研究。
