| Abstract: | 雲林縣麥寮鄉的橋頭國小許厝分校學童因尿液中被檢測出有硫代二乙酸（Thiodiglycolic acid, TdGA）濃度偏高的現象，此結果可能與受到鄰近石化廠氯乙烯單體（Vinyl chloride monomer, VCM）的暴露有關，因而面臨了遷校的問題。許厝分校遷校事件的行動者包括了：被迫遷校的學童、抗議學童受教權被剝奪的家長及居民、關心學童健康風險問題的社會組織等，這些行動者依據他們所相信的科學專業數據為論證，對於遷校事件中是否真的存在直接性汙染源產生不同的風險論述與感知。然而科學本身具有不確定性，不同專家所進行的檢驗報告也有不同的結果，使得行動者間對於許厝分校學童是否承受汙染有著風險感知上的歧異。故本研究以許厝分校遷校事件各行動者的風險感知出發，探討當中風險知識是如何被產出與運用，以及風險溝通與論述是如何進行，此為本研究的主要研究問題。本研究因此發現風險承受者的風險知識產生會被：1. 風險評估者的風險評估內容與生產；2. 風險溝通者的溝通方式與範圍； 3. 風險承受者與風險製造者的關係等三大因素，所影響與建構，因此形成目前許厝分校遷校事件的爭議。
It is found that the children those attending Hsu-Tso elementary school, which located near the No.6 Naphtha Cracking Complex, have detectable urinary TdGA. Since TdGA is the main metabolite of VCM detected in human urine, the children those attending Hsu-Tso elementary school face the problem of relocation.
There were schoolchildren who were forced to relocate, parents who fight for schoolchildren`s right to education, and social groups that care about the health risks in this case. Each of the actors had different risk perception regarding whether there was any real pollution and hold scientific data as the basis for its argument. However, there is uncertainty in science, and the research reports conducted by different experts also have different results, which has led to the argument that whether the No.6 Naphtha Cracking Complex really brings about pollution or not.
Therefore, the main issue of the study is how the knowledge of risk be produced and applied. And how the risk communication works. This study believes that the expertise of risk assessors, the way of risk communication, and the relationship between those who produce risk and those who take risk might affect and construct the perception of the risk taker. |
