    Abstract: 中央級公民投票是一劑猛藥,其是否與何種程度內適合採行於我國,以及其應如何設計以達到充分資訊提供、充分辯論,必須取決於國內既有之政經社文結構,而非可單純停留在引介外文或只限於一般討論公投之可能優缺點。台灣地區有許多重大公共政策岐見,政黨間因種種因素互動未見完善,而執政黨又有不少包袱,從而是有推行公投的空間。但因為台灣地區畢竟隱藏有族群差異、民主化未見完全深化、相關經驗仍不足等限制,所以本文主張引進「有限度公投」,並主張應以較高密度規範公投時之資訊充分提供與充分辯論。
