    Title: 台湾と日本の産業連携推進の一考察―モデルとなる三重県の 台日産業連携推進の現状―

    Abstract: 本稿は 、「台日産業連携架け橋プロジェクト 」実施以降の 、三重 県 の台日産業連携に対する影響 、背景と特色 、進捗状況 、具体的事 例、 課題及び発展の見込み等を捉えたものである。 台湾と日本の地方自 治体との産業連携において、三重県が先駆的な役割を果たし 、「産 ‧ 学‧ 官」の三角連携を進めており、 台湾政府と日本の他の地方自治 体との連携・交流のモデルになり得ることを示した。2012 年 7 月、 三重県と台湾の「台日産業連携推進オフィス」 が MOU を締結した後、同県は 、「産‧学 ‧ 官」三角連携の推進体制を 構築し、ファシリテーターとして活用可能な組織と強く連携し、 同 県産業の海外展開戦略政策を支えてきた。とりわけ同県内の中小企 業が台湾企業と連携できるように、 台日産業連携に対する政策や支 援体制を構築し、ビジネスマッチングにより台日アライアンスを創出している。この 4 年間で台湾と三重県の双方は、観光、産業、学 術、文化等の分野で連携‧ 交流を盛んに行ってきた。今後台湾と日 本の地方自治体との連携‧ 交流の推進に、同県の「産‧ 学‧ 官」 三 角連携がモデルになることは、先述した通りである。
