    托育公共化風潮漸起,政府為了解決少子化問題,提出準公共化政策,除了訴求結合民間的非營利組織的力量廣設公共托育中心以外,也以補助就讀私立托嬰中心嬰幼兒的方式降低家長托育的負擔近年來隨著這樣的政策推動,然附帶條件則是加強了對私立托嬰中心的管理及收費限制,這對私立業者來說,如同前有強大的低價競爭者,後有營收來源的瓶頸,面對如此嚴峻的考驗,私立托嬰中心該如何因應,是為本文研究的重點。
    本研究透過文獻的探討,收集政策論述及相關數據進行分析,以產業面、政策面及營運模式三個面向,依據Allan Afuah的經營模型理論、Michael Porter的五力分析理論、資源基礎理論,與PEST理論及其工具加以闡述各項變數,進行私立托嬰中心因應托育公共化競爭之經營模式調整研究。
    ABSTRACT

    With the rise of day care publicization, the government proposed quasi-publicization policies for the purpose of solving low birth rates. Policies include the call for the power of non-profiting organizations to establish more public day care centers, as well as subsidize families with children in private day care centers. With the policies in recent years, a collateral condition is to enhance management of and price constrictions given by private day care centers. Such situations force private day care centers into a dilemma between facing low-price competitors and submitting to insufficient funds. This dissertation is to study how private day care centers should respond in the face of such adversities.
    This study collects policy illustrations and analyzes data from discussions of pre-existing researches. From aspects of the industries, the government policies and business models, this research will study the adjustments of business models that private day care centers should take in response to publicized competition. Variable determination tools used are Component business model of Allan Afuah、Michael Porter`s Five Forces Model 、Resource-Based View,and PEST Analysis.
