    Title: 應用台北市政府開放資料開發APPs的旅程:以APP開發者角度分析

    Abstract: 政府開放資料不只是國際發展趨勢,也是台灣施政的重點之一,過去國內與政府開放資料相關研究大多聚焦在前期資料開放的過程,缺少實證研究,也極少研究使用地方政府開放資料開發的APP。雖然政府開放資料的使用者與使用方式多元,本研究認為「開發者」與台北市政府最常提倡的「APP」產出形式相對較明確,同時特定族群如開發者也是國內與政府開放資料相關研究較少觸及的,故有其重要性。本研究是以APP開發者角度分析政府開放資料的探索性研究,選定全台最早啟動且具有代表性的台北市政府資料開放平台,著重資料的應用面,檢視台北市政府開放資料的使用情形,包括開發動機、資料在使用過程中的困難、互動與影響四大面。
    本研究透過質化的研究方法,呈現出5個APP開發者使用政府開放資料的動態過程,並提出7點主要研究發現,其中例如政府開放資料的使用與APP、公司與APP各自的兩種應用模式。研究結果顯示,在動機面中,APP都因「需求」而開發,本研究另提出新的動機分類方式,修正了過去學術上以內外在動機二分法,引發分類界線不夠明確的質疑;在困難面中,涵蓋法制、組織與技術三大面的困難;在互動面中,APP開發者都會透過使用者回報資料錯誤,進而相對應的修改APP;在影響面中,APP都帶來了經濟面中提供創新服務的影響力,其中兩個由公司開發的APP,更促進了社會面中的公私協力。
    Open Government Data(OGD) is not only an international development trend, but a key governance point of Taiwan. In the past, most of the OGD studies focused on early opened process, lacking empirical studies of OGD. Also, few studies focus on APPs developed by using local OGD. Although users and utilization of OGD are diverse, this study argue that “developers” and “APPs” mostly promoted by Taipei City Government are relatively clear. At the same time, analysis perspective of developers is less adopted in Taiwan OGD studies. This is an exploratory study of using OGD from APP developers’ perspective. Choosing Taipei city OGD platform which is launched firstly in Taiwan, and focusing on utilization of OGD, including motivations, difficulties, interactions and impacts.
    The study presents dynamic processes of five APP developers using OGD, and proposes seven major research findings, such as the use of OGD and APPs’ model. The findings show that in the motivation aspect, APPs are all developed by needs. In addition, this study proposes a new classification of motivation, corrects motivation divided into internal and external in the past, and modifies the doubt that the classification boundary is not clear enough. In the difficulty aspect, including legal, organizational and technical three aspects. In the interaction aspect, APPs are modified errors by users’ responds accordingly. In the impact aspect, APPs provide innovative services. Among five APPs, two of APPs developed by companies promote Public-private partnership.
