    Title: 學校創新經營策略運用之探析—以新北市國小為例

    Abstract: Innovation management has recently become mainstream for most school authorities. Many schools have achieved outstanding results under this concept by employing a set of simple and efficient strategies. Such policies could assist schools in establishing their own characteristics and improving the quality of education. In this article, we first introduce the concept of school innovation management. Subsequently, we investigate the responses of faculty members (26 principals and 430 teachers) working in InnoSchools of New Taipei City, Taiwan, from 2006 to 2008 according to the results of our questionnaire surveys and visits. The purposes of this research include the following: To understand the current situation of school innovation management, to discuss the possible factors and difficulties that can affect policy outcomes, and to analyze the strategies school authorities adopted during the process of innovation. We found that principal leadership is the most critical element for school innovation management. Most of these policies function fluently under the supervision of a competent principal. Nevertheless, a lack of time for execution is the largest obstacle. Therefore, school authorities should redistribute resources to facilitate implementing their plans by using the four actions framework of the blue ocean strategy. In summary, innovation management can be promoted through the following steps. First, eliminate vacant spaces and useless places in the campus. Second, reduce staff burden and resource wastage. Third, raise the quality and quantity of manpower. Finally, create a positive environment for students and encourage them to learn multiple skills.
    近年來,許多學校的發展均呈現出創新經營的亮麗成果,走出傳統的創新經營是教育的趨勢,而創新經營須透過一套簡單而有效的策略來幫助學校發展特色,使教育品質得以提升。本研究先介紹學校創新經營與策略之概念,同時以問卷調查法與訪談法,針對2006到2008年InnoSchool獲獎之新北市國小26位校長及430位教育人員為研究對象,深入瞭解學校創新經營策略運作之情形,以及探討影響創新經營的因素與實施之困難,最後分析學校在推行創新經營所採取之策略。研究發現,學校創新經營策略運作情形良好,校長領導是影響創新經營的最重要因素,然時間不足卻是最大的困難。學校可藉由藍海策略行動架構來調整資源分配,其中,「消除」閒置及不適空間、「降低」人員負擔及資源浪費,「提升」人力的質與量,更可「創造」正向的學校文化與學生多元能力,以促進創新經營,期將研究結果供各校未來參考。
