Title:	高等教育評鑑機構認可之國際探討

Abstract:	近十年來，臺灣高等教育急速擴張，大學院校數目與學生人數倍數成長，至2008年止，整體入學人口淨學率為55.3%，粗學率也達78.6%，大學錄取率更已突破97%，使得臺灣高等教育由大眾化邁向普及化的時代。如何建制一套整體的有效監督制度，以維持大學學術品質，是國內社會大眾關心已久的議題。我國大學評鑑制度發展初期主要由教育部主導，至2005年「大學法修正案」的通過，引領國內高等教育評鑑邁入另一個新的里程碑，至今，國內已有8個以上辦理高等教育評鑑的機構，包含財團法人高等教育評鑑中心基金會、台灣評鑑協會、國立雲林科技大學技術及職業教育中心、中華民國管理科學學會、中華工程教育學會、醫學院評鑑委員會、台灣護理教育評鑑委員會等機構，分別負責校務（institutional）與專業（program）領域兩大類評鑑，2005年底由教育部與153所大學共同捐助成立的評鑑中心，更是國內第一所由政府部門經費資助的專業評鑑機構。
