    摘要: 近年來，各國對評鑑機構在確保高等教育品質的角色上，已由較具權威性的角色轉換成須與大學相互溝通，並充分了解大學行政運作、領導模式及學生需求，以能真正運用有效能評鑑工具及標竿，確保學生學習成效。而這也是品質保證機構須與所有高等教育利害關係人，共同努力建立對「品質共識」的一種過程。藉此，品質保證機構及大學之間相互依存的關係可以被強化。
