Title:	［大學海外分校系列］海外分校於中國大陸之發展及其品質保證模式探討

Abstract:	中國大陸自改革開放以來，高等教育的國際交流發展迅速，跨國合作的辦學方式也日趨創新多樣。為了加強對中外合作辦學之管理，同時藉此提高教育水準、促進地方教育的發展與對外的交流與合作，中國大陸於2003年通過《中外合作辦學條例》，允許國外大學至中國設校，或與科系合作頒發學位。根據此條例，外國大學不可獨立設置系所或校院，需與當地高等教育機構合作，由當地合作大學機構向官方單位提出申請；同時，這些中外合作辦學機構之招生對象應為國內學生，而非國外學生，且不得以營利為經營目標（吳祖勝，2003；中國大陸國務院，2003）。
