    Abstract: 本文從資訊科技發展與威權主義間的關係出發,進而觀察中共政權如何透過科技發展進行社會管理以達政權鞏固。大陸近年來積極推動的網路管理、社會信用體系的建構以及天網工程和DNA 資料庫的建立等,特別是黨國對「大數據」的壟斷,大陸國家社會關係也隨之變化,透過科技發展與制度創新,黨國體制名為替社會編織更完善的安全網絡,但實質上卻是對社會布下天羅地網,使得民眾在享受便利的同時,一個等級更高的「老大哥」無所不用其極地監控著。而當前中共這種帶有科技能力的政權,本文稱為「科技威權主義」,其或許將成為威權體制一種新的形態。
