Abstract: This article explores how colonial territorial control developed into forced settlement migration on both the off-shore islets and mountain areas when the Dutch East India Company (VOC) administered Taiwan in the seventeenth century. Two governors-general, Anthonio van Diemen (gov. 1636-1645) and Cornelis van der Lijn (gov. 1645-1650), were responsible for the migration policy, even while they represented different ideas on colonial administration. Van Diemen aggressively pursued expansionist policies, whereas Van der Lijn was more conservative and cost-benefit minded. In addition to highlighting both the original purposes and the actual implementation of settlement migration policy, this article attempts to provide insight into its long-term and short-terms effects.
