    初探我國災防公務人員協力職能的訓練制度

    摘要: Current public administration and management studies related to collaborative competencies of public officials in disaster management are still limited. To fill this gap, this paper reviews literatures and proposes a five-dimension theoretical framework with indicators, including dimensions of leadership and decision-making, teamwork, resource allocation, organizational relationship construction and maintenance, and disaster management knowledge mediation. Considering disaster management circumstances in Taiwan, this paper collects qualitative data through interviewing disaster management personnel at the central and local governments in Taiwan to understand how they perceive their jobs and develop their collaborative competencies. Further comparisons between the theoretical framework and interview results are provided and discussed. According to research findings, our five-dimension theoretical framework can be viewed as a fundamental and useful analytic tool to study collaborative competencies of disaster management public officials in Taiwan. Specifically, leadership and decisionmaking, and teamwork seem two particularly important dimensions of collaborative competencies for public officials who work at the central government; for local public officials, resource allocation, organizational relationship construction and maintenance, and disaster management knowledge mediation could be especially essential dimensions of collaborative competencies. Finally, this paper suggests Taiwan government provide more solid and diverse trainings to keep cultivating collaborative competencies of disaster management public officials in the near future.
    在公共行政與管理研究中,目前仍少有文獻探討災害防救公務人員(以下簡稱災防公務人員)應具備的協力職能為何。因此,本研究嘗試歸納過去文獻並提出災防公務人員協力職能的理論架構與可能對應的評估準則,理論架構包含了領導決策、型塑團隊、組織資源配置、關係建立與維護、以及災防知識中介等五大面向。本文進一步以我國中央與地方政府的災防公務人員為研究對象,透過深度訪談的方式,歸納與呈現我國災防公務人員的協力職能內涵,並與文獻檢閱結果所提出之災防公務人員協力職能理論架構進行比較與討論。研究結果發現,本研究所提出的災防公務人員協力職能理論架構雖依據國外文獻理論而得,但亦能對探究我國災防公務人員從事組織協力工作之職能提供相當程度的參考。此外,領導決策與型塑團隊等職能面向對於中央災防公務協力工作的推動可能具有特別的重要性,相對地,組織資源配置、關係建立與維護以及災防知識中介等三項協力職能面向,對我國地方政府推動災防組織協力活動可能較具關鍵性的地位。本研究建議,透過持續發掘與探究災防公務人員應具備的協力職能面向,可為日後政府對於災防公務人員協力職能的培育、規劃、訓練,提供一個初步可行的參考。
