    Abstract: 否決權」是聯合國憲章中的特殊設計,賦予安理會五個常任理事國擁有特殊之權力,目的在於藉此制度促進大國能協同一致來處理重大的國際事務;然而,在實際運作上,卻常出現被濫用的情況。自90年代起,中共在安理會裡,對於聯合國在海地、瓜地馬拉和馬其頓三地的維和任務,因其當事國與臺灣之密切關係,而採取了運用否決權的策略,藉以作為壓縮臺灣外交活動空間的工具。本文欲針對此三個運用否決權的案例,來分析中共在維和行動中對否決權的策略運用,以及我方所能採取的因應之道。
