    Abstract: 在知識經濟和終身學習的潮流下,「學習能力」成為提升個人乃至社會適應快速變遷環境的不二法門。為了建構完整的學習社會體系,本文提出三個努力的政策方向,首先是必須檢討學校內學習活動的長期偏差,革除以考試取代學習的陋習。其次政府應該儘速建立成人高等教育的體系,擴大成人參與學習的機會,並提高教育品質。最後則是政府與民間都有必要在新思維的引領下,打破正規與非正規教育的藩籬,修訂不合時宜之法令規章、落實終身學習法立法案精神,讓政府及民間的學習資源能夠有效整合,共同邁向具有創造力與反省力的「學習社會」。 Under the impact of knowledge society and lifelong learning, to increase the capacity of learning is becoming the most important method to adapt the fast changing environment. It is suggested, in order to build up the system of learning society in Taiwan, there are three policies to be implemented. The first is to reform the ideology of examination in the school, and let the activity of learning would not be led by examination any more. Secondary, the government should expand the opportunity of learning for adult citizen, as well as improve the quantity and quality of adult high education. Last but not least, the public and private sector should provide enough incentive for everybody to practice lifelong learning, including revise the inadequate laws, and integrate the resources of learning. We hope, the idea of learning society can be applied to reevaluate the formal and informal learning systems in Taiwan, and will be helpful to promote the creativity and reflectivity of our citizen.
