Title:	民意原理與民意調查

Abstract:	民意亦稱輿論，是個人意見的集合；它支配了社會的習慣、國家的政治，所以必須以自由批評與自由發表為基礎。同時，民意具有下列特性：(1)公共性；(2)現實性；(3)解決要求性；(4)一般關心性；(5)時宜性；(6)公示性；而在形成的要素上也分成多數的意見、少數的意見、合成的意見與一致的意見。本文以日本與美國的民意調查作為基礎，介紹兩國的民意調查機構，與日本民意調查的程序、技術及實施方式，亦特別說明了問卷的製作與訪問方法，最後以選舉與民意調查之間的關聯來分析選樣的誤差。
