Title:	集權報業的理論

Abstract:	在報業與社會或政府的關係中，集權主義理論的歷史最悠久、範圍最廣泛，因此，本文旨在介紹這種理論的基本假定以及集權國家對於報業的控制方式。集權主義認為報業這種機構的功能與運行，是受到另一個有組織的社會機構的控制，亦即政府的控制。此外，集權國家會透過以下方式來控制媒體：(1)「特許制」：給予少數態度友善媒體「特許狀」，讓它們能從壟斷中獲利；(2)「檢查制」：規定出版工作，必須接受政府的檢查；(3)「法庭控告」：控告人們傳布的消息或意見有害於政府，這包括了叛亂與誹謗；(4)「津貼」：國家透過資金來收購或津貼私有報紙，以進行間接的控制。
