    Abstract: 網際網路與全球資訊高速公路的鋪設完成,預計將可達成下列的五大目標:第一、鼓勵民間的投資。第二、促進整體電訊傳播市場的開放競爭。第三、提供開放式的網路給所有資訊提供者及網路使用者。第四、創造一個更具彈性的電訊傳播法規管制環境,以因應科技與市場變化的快速發展。第五、確保普遍化服務。網際網路與全球資訊高速公路雖然有上述的諸多優點,但是其上負載的大量跨國資訊流動將對各國電訊傳播政策產生何種影響,實值得深入探究。本篇論文即以東亞及東南亞國家為研究範圍,探討全球資訊傳播網路對法規管制所帶來的影響。除討論全球資訊網路所衍生文化與政治問題,以及東亞及東南亞各國政府已提出的新管制模式之外,並對各國政府應當如何因應一個全球連線的新傳播環境,在電訊傳播政策和立法方向上提出適當的建議。
    The Internet and the emerging Global Information Infrastructure (GII) allow people all over the world to communicate information and ideas conveniently, regardless of time and geographic barriers. The GII, at this moment, seems to be a lofty dream for most countries in the world. However, its precursor, the Internet, has foreshadowed the amazing power of a global communication network, which the GII is bound to surpass with its high-speed broadband capacity. This paper is set to examine regulatory implications and emerging regulatory models that the a global information network has brought to countries in East and Southeast Asia. It will: 1) explain cultural and political issues that arise from the global communication network; 2) examine regulations stipulated by some East and Southeastern Asian countries in response to the Internet; 3) propose future policy directions to alleviate the negative effects of a wired globe.
