    Abstract: 隨著科技與經濟的快速發展,傳統的行政公文已演變為資訊化公文的競爭局面,主要是為了提昇公文資訊整合,並改善公文處理流程及降低人力資源。由於資訊科技不斷地演進,而有了無線射頻辨識(Radio Frequency identification;RFID)。一個RFID系統是藉由一種微晶片「標籤」,以無線傳輸技術將標籤資訊傳輸到電腦網路中,且可與後端的資訊系統整合。無線射頻識別技術可應用的範圍從目前當紅的物流系統、門禁系統、醫療體系的病人追蹤系統到圖書館館藏系統等都可看見運用的案例。
    長久以來,政府機關處理公文書,皆以逐級簽送方式核辦,惟常因曠日費時,遭民眾詬病。本研究運用RFID無線射頻辨識系統技術,將標籤附著於公文之上,透過讀取器與後端資訊系統進行整合,將整個公文追蹤管理流程電腦化。且藉由RFID科技的應用,可隨時掌握公文的處理流程與時效性,改善傳遞既費時又費力的缺陷,並進一步提升行政效率。
    As a result of fast development of information science and technology, electronic and paper-based official documents are in the situation of competition. The main idea is to promote the combination of electronic information and official documents, improve the document processing, and reduce the human resources. With the advent of wireless technology, there exists the Radio Frequency identification (RFID) technology. A RFID tag system receives significant information from RFID tags, which use the radio portion of electromagnetic induction to transmit wireless signals, and transmits information to the relevant back-end information systems in computer networks. Over the past few years, the RFID technology is applied into different area, for examples, logistics systems, access control systems, patient tracking of healthy systems, library information processing systems, other systems etc.
    For a long time, the government agency deals with official documents through step by step signing and sending up. This way is time-consuming and revolted by people. This research adopts RFID technology, which attaches RFID tags to official documents. This research provides document flow tracking with computer-aid and RFID-aided design by RFID reader devices and back-end information systems. By way of RFID science and technology, the proposed scheme can recognize the procedure on processing official documents at any time, improve the disadvantage of processing paper-based official documents (e.g. time-consuming and strenuous procedures), and further enhance administrative efficiency.
