    Abstract: 希臘於二○一○年發生債務危機，經過歐盟、歐洲央行及國際貨幣基金三巨頭的二次紓困，仍未脫離困境。希臘針對三巨頭於二○一五年六月提出的第三次紓困方案，透過公投民粹操作，表示反對，引起以德國為首的許多歐元區會員國強烈不滿。希臘於二○一五年七月雖然仍獲得八百六十億歐元的第三次紓困，但是必須接受更為嚴苛的紓困條件。希臘債務危機乃歐盟自一九九九年建立歐洲貨幣同盟以來，遭遇的一項重大挑戰，對希臘經濟、歐洲金融穩定與歐盟未來整合等，皆有重大深遠影響，乃是歐盟的一件重大事件。本文將從法律及歷史觀點，研析希臘債務危機的發生背景、主要原因、第三次紓困、紓困公投的影響及對臺灣的啟示，並提出一些建議供臺灣財政改革之參考借鑑。
