    Abstract: 隨著資訊科技的日進千里，伴隨著人類世界的變化莫測，為產、官、學界帶來前所未有的挑戰。以電腦化作業取代傳統人工作業，不僅提昇了工作效率與品質，更為機關的組織流程再造提供新的契機。「電子公文線上簽核系統」整合了電子簽章、加密技術、公文製作、公文交換，公文流程管控、單一簽入、權限控管、主管簽核、離線簽核及公文的安全傳遞等諸多系統功能模組，使公文簽核不受「時」、「地」限制，除提供安全無虞的辦公室自動化環境外，更進一步提供行動辦公室的服務目標。
    一個具電子簽章之公文簽核作業環境，不僅須統一公文格式與建立標準化行文流程，並且整合其他相關系統成為快速且具安全性與擴充性之現代化公文作業環境，並提供整合性、即時性、共享性之資訊應用服務。本論文一方面藉由深入分析，對電子公文線上簽核系統的規劃及分析設計內容之詳細描述外，另一方面藉由系統分析方法，建立電子公文線上簽核系統之模型。以作為各機關與業界欲促進公文無紙化，發展建置電子公文簽核系統環境之參考借鏡。
