    摘要: 中共十六屆四中全會於2004年9月16日至19日在北京舉行，對胡、溫而言，此次會議具有鞏固十六大不完全接班的作用。然而，轉型為「執政黨」的共產黨的施政，二元化的現象日益嚴重，社會衝突日益尖銳，因此，如何提高執政能力，也就成為本次會議的重點。會中江澤民辭卸中央軍委主席的職務，胡錦濤全面掌握黨政軍大權，正式開啟了胡錦濤時代。
