Japan’s position in the international nuclear non-proliferation system has always been very specific due to its own nuclear past. Japan has been the only state in more than seventy years of existence of nuclear weapons which was a target of the nuclear attack. Because of this fact, many thought that Japan’s nuclear weapons policy will always be strongly in favor of non-proliferation. After a closer look, it becomes obvious that there are multiple factors which have a serious impact on Japan’s nuclear weapons policy making. Neoclassical realism offers a complex analytical framework to analyze these factors. The external, as well as domestic factors, are taken into consideration. This work analyzes the background of Japan’s nuclear weapons policy making and reveals that Japan’s attitude towards nuclear weapons proliferation is much less straightforward than it would be expected from Japan’s historical experience. Japan’s motivation for support of the non-proliferation regime is not given and it develops in accordance with the security environment in the region as well as with domestic political changes and changes in public opinion.
