    摘要: 本文一方面試圖透過新制度主義研究途徑,對改革開放以來中共中央領導體制--包括中央政治局常務委員會、中央政治局、中央書記處三個機構的功能及互動關係進行分析,另一方面則以共產黨之組織原則「民主集中制」作為理論依據,評判改革開放以來中共中央決策體制的制度化狀況,進而對中共中央最高領導體制的總書記,就其職權的發展方向進行評估。
    Based on the Theory of New Institutionalism, this article intends to analyze the functions of and interactions among the three top decision-making bodies-the Politburo, its Standing Committee and the Central Secretariat-within the Chinese Communist Party. This article also tries to gauge the degree of institutionalization of CCP`s decision-making bodies based on CCP`s organizational principle, democratic centralism, along with an exploration of its decision-making mechanisms by assessing the role of CCP`s Secretary General in Chinese politics.
