    Abstract: 
    The impact of birth rate have had a high profile in recent years, as there is some uneasiness in low fertility countries about the consequences of having fewer young people in the society. Some of these countries have successfully introduced policies and incentives to increase birth rate while others have failed poorly despite having spent considerable budget.
    The aim of this thesis is to explore and evaluate the importance to maintain a reasonable birth rate and propose a framework that Taiwan can use to increase its own. The first part of this thesis provides some basic information analysis of the impact of low birth rate, the potential causes and collects data on ways to boost the birth rate. It also provides an overview of Taiwan’s situation so that the second part of the thesis can be based on this to propose an ideal framework.
    This thesis introduces a program called Parenting + that provide support for parents by encouraging child bearing. This program is part of the modelling approach for nonprofit used in this thesis to study how to successfully deploy programs and incentives to achieve our target.
