    Abstract: 中國大陸於日前通過《反分裂國家法》,該法雖被界定為中國大陸的國內法,其規範的對象主要針對臺灣,但卻未經一般民主體制認可的諮議與討論程序,在臺引起極其廣泛的爭議。近八成的臺灣民眾質疑此一立法作為,也反對對岸片面限制臺灣人民選擇前途的自由。此外,參與《反分裂國家法》討論的臺灣政治精英們,其論述的主軸,也仍然環繞多元價值與民主程序。自此觀之,《反分裂國家法》事件,適足以凸顯臺灣民主制度的深度鞏固,也表現出多年民主運動的具體成就。畢竟,唯有深植人民觀念、認同之中的民主程序,才是臺灣民主政治最可信賴的保障。
