    Abstract: 由於澳洲與印度兩國在歷史上皆曾為英國的殖民地,因而有相同的興趣與價值如偏好板球運動與民主價值等。儘管如此,出乎意料之外地在過去60 多年,由於兩國在意識型態與戰略安全上分屬敵對的兩大陣營,兩國關係並不熱絡,尤其明顯的是在冷戰時期。澳洲自二次大戰以來便一直是美國的堅強盟友及其所領導的民主陣營的忠實支持者,而印度先是偏好第三世界的不結盟理念,其後在1962 年中印戰爭後倒向蘇聯,並與其結盟對抗中共。另一方面,在經濟上,澳洲一直是資本主義市場經濟的信徒與實踐者,而印度儘管是民主政治體制,但在冷戰時期奉行社會主義的計畫經濟體制。然而進入21 世紀以來,由於國際環境的變遷,尤其是日益凸顯的國際環境新興特徵,使澳洲與印度兩國關係開始出現改善的跡象。這些特徵為國際關係經貿化(economization)、世界經濟區塊化(regionalization)、中國的崛起與兩國集團(G2)時代的到來等。本文主旨在試圖剖析進入本世紀以來的澳印兩國關係,首先將簡短介紹冷戰後時代國際環境的特徵,然後剖析兩國領導人是如何適應國際環境的變遷,而他們的政策與策略的相似性已使兩國出現前所未有的交集利益。尤其聚焦於兩國領導人如何將他們對彼此的政策融入兩國因應國際環境變遷的區域政策之中。在此背景下,作者將檢視當前澳印關係,梳理出影響兩國雙邊關係的具決定性的變數,最終則預測兩國互動的前景與未來挑戰及其對本區域的意義。
    Unexpectedly, while sharing many similarities, Australia and India relations have not been warm for more than six decades due to strategic and political reasons. With the advent of the 21st century, bilateral relations have become better off, given the changing international environment characterized by economization of international relations, regionalization of the world economy, rising China and the emergence of the G2 era. Against this background, this paper intends to explore the evolution of Australia-India relations since the beginning of this century, starting with their converging national interests and in particular, how leaders of the two countries have integrated their policies toward each other into their regional foreign policies corresponding to the changing international environment. The author will then review the current status of Australia-India ties, identify determining variables affecting the bilateral relationship, and finally predict the prospects of the bilateral interactions, challenges ahead and implications for the region.
