    Title: 農地地價之動態研究-現值模型之檢驗

    Abstract: 本研究透過民國61年至80年「台灣核心農家農場經營記帳報告」之原始資料,並將資料分為「鄰近都市之農地」與「偏遠地區之農地」兩類,以VAR模式進行實證分析。俾(1)檢驗台灣地區的農地地價是否符合現值模型,是否存在價格泡沫、以及農地做農業使用時是否存在機會成本,即農地是否受非農業部門之土地需求的影響。(2)以農業所得取代農地純收益檢驗現值模型。(3)農業政策或利率等變動時,對於農地地價的動態影響。實驗分析結果顯示,台灣地區的農地地價並不符合現值模型,似有價格泡沫之現象,此一價格泡沫現象又以位於都市近郊的農地較為明顯;至於農地農用的機會成本並不顯著。另以農業所得取代農地純收益,對地價的解釋力並未提高。又田賦停徵及利率變動時,對地價的影響不大,然於考量荒地稅亦同時停徵時,則對地價之影響變得較不明確。最後並就上述檢驗與分析結果,對農地政策提出建議。
