    Abstract: 本論文は、馬英九政権が掲げる「台日特別パートナーシップ」の背景、内容、および「特別パートナーシップ」構築の過程について論じることを通じ、同政権の第二期に残された日台関係の課題について考察する。「台日特別パートナーシップ」は、馬英九政権の対外政策の基本方針である「活路外交」と密接な関係にあり、「一中各表」の立場に立ちつつ、日台関係をさらに発展させるために提起された概念である。第一期馬英九政権の前半における「台日特別パートナーシップ 」は、馬英九総統や国民党政権の「反日」イメージを払拭するため、経済・文化領域の実質的関係を積み上げることを重視するものであった。2010 年以降、馬英九政権は「台日特別パートナーシップ」は既に相当程度形成されたという認識から、政治的な意義も併せ持つ日台交流を追求するようになった。さらに、日本における民主党への政権交代とも相まって、馬英九は日米安保体制に対する支持や日台FTA について、積極的に発言するようになっている。 本文透過探討馬政府揭櫫之「臺日特別夥伴關係」的背景、內容及建構過程，用以檢視留待馬政府第二任期臺日關係之課題。「臺日特別夥伴關係」與馬英九政府對外政策之基本方針－「活路外交」有著密切的關係，是一個植基於「一中各表」之立場，為發展臺日關係所提出之概念。馬英九第一任政府前半期間之「臺日特別夥伴關係」乃為消除馬英九總統或國民黨政府「反日」之形象，因而重視累積經濟、文化領域之實質性關係。2010年以降，馬英九政府認知到「臺日特別夥伴關係」已然相當程度地成型，進而開始追求政治性意義上之臺日交流。再者，加之以日本政黨輪替至民主黨，馬英九也開始針對支持美日安保體制與臺日FTA積極地表態。This study examines the existing Taiwan-Japan relation issues yet to be addressed during Ma`s second administration through the discussion of the background, content, and formation process of the Taiwan-Japan special partnership announced by the Ma administration. The Taiwan-Japan special partnership is closely related to the flexible diplomacy of Ma`s administration. Based on the `One China, different interpretations` standpoint, this special policy provides a concept for the development of Taiwan-Japan relations. In the first half of Ma`s first administration, the Taiwan-Japan special partnership sought to eliminate the `anti-Japanese` image associated with President Ma Ying-jeou and the KMT Party, focusing instead on accumulating substantial economic and cultural relations. From 2010, Ma`s administration had to a certain degree formed this awareness of the Taiwan-Japan special partnership and commenced the pursuit of political exchanges between Taiwan and Japan. Adding to this was the ruling political party change in japan to the Democratic Party led Ma Ying-jeou to openly and proactively support the US-Japan security system and the Taiwan-Japan FTA.
