    Abstract: 2008到2012年第一任的馬英九國民黨政府以「九二共識、一中各表」為前提將對中關係改善置於外交政策之基礎。為避免與中國之齟齬，而展開擴大臺灣國際生存空間之「活路外交」，獲得以觀察員身分參加WHA，以及對美、對日關係安定與發展之結果。2012年開始的馬英九第二任政府，未改變基本路線，並藉此以獲得存在感，避免臺灣於東亞經濟整合中被孤立。臺日關係也於此路線下達成了各種協議，雖可見其進展，然處理釣魚台問題益趨重要。馬英九提出之「東海和平倡議」，使釣魚台問題未成為中臺對抗日本之結構，有其意義；然擱置主權問題而進展之漁業問題，正成為今後臺日關係後續之試金石。From 2008 to 2012, the first term of the Ma Ying-jeou`s (KMT) government intended to improve the relationship between Taiwan and Mainland China on the basis of `1992 Consensus` and `one China, different interpretations`. It also tried to avoid conflicts in the Taiwan Strait, expanding its active engagement with the International Society through its flexible diplomacy. That gave ROC the opportunity to take part in the WHA as well as more stable and better relationships with the USA and Japan. Therefore, for the second term, Ma`s government has no need to change its way of diplomacy. In the case of its relationship with Japan, on one hand, some new agreement was signed in the last four years, but on the other hand, the conflict of the sovereignty and fishing rights of the Senkaku Islands (Diaoyu Islands) have become more complicated. Dealing with this issue, President Ma released the East China Sea Peace Initiative as his message for Japan and ROC. The fishery negotiation between ROC and Japan in the neighboring area of these islands would be one of the key issues the Ma government should address in this second term.
