The purpose of this paper is to verify the structural conflict between China-EU relations, focusing on their `Policy papers` toward each other. Relations between China and EU developed especially after a strategic partnership was signed in 2003. However, perception gaps exist between China and EU in terms of their methods of developing relationships: China wishes to develop their relationships by putting pending issues on ice, while EU wants to solve these issues by engaging with China. This perception gap will be a very important element for China-EU relations.
