Abstract: | Yufeng Village, — located in Jianshi Township, Hsinchu County and home to the Quri Community — has never had a fully developed tourism industry, due to its remote location and poor road conditions. Inhabitants in the village have instead relied on cash crops as their main source of income. In order to increase crop yields, people utilized conventional agriculture methods, involving large amounts of chemical fertilizers and pesticides, for many years. These practices eventually took a toll on both the land and the well-being of local residents. Additionally, because the Quri Community is located in the upstream catchment area of the Shihmen Reservoir, residents engaged in agriculture in this area were accused of damaging the land and contributing to reservoir sedimentation. In response, the local farmers decided to become “Keepers of the Forests”, and switched from conventional to organic agriculture. Their hope was to encourage environmentally-friendly farming practices that could safeguard the health and well-being of people and the land on which they reside, as well as unite the community under a common vision that balances tribal development with forest conservation. This study focuses mainly on the Quri Community and its practices, and adopts the concepts of land ethics and multifunctional agriculture as a framework for analysis. This study performs literature analysis, in-depth interviews, and participatory observation in order to explore the feasibility of the community`s aim of conserving the mountain and forestry while maintaining economic development. The community intends to achieve this aim by transform adopting organic agricultural practices, and working towards multifunctionality. Its functionalities include enhancement of food quality and safety, preservation of rural life and culture, construction of social learning and network, mitigation of global warming and climate adaption, water and soil conservation, enhancement of soil fertility, maintenance of biodiversity, and promotion of resource recycling. However, the community has not significantly improved the livelihoods and income of farmers. Therefore, this study suggests that organic agriculture can fulfill environmental conservation and social development goals, and only industrial development machinery has to be improved. Finally, this study aims to generate a feasible business pattern for developing mountain agriculture in Taiwan, and to provide a basis for the government to formulate relevant policies. |
