Title:	中、日兩國墓地管理體系之比較研究

Abstract:	國人之喪葬習俗不但注重排場，墳墓的設置也偏好宏偉與華麗，且大都採取土葬，講究風水，並為半永久性的祭拜建物，故對墳墓用地的需求乃不斷在提升。惟台灣地區的土地資源十分有限，可供墓地使用的土地不多，故在人口聚集的都市區域裡，常可見到活人與死人正在爭用土地，如不從速研擬對策，日後的問題十分嚴重。日本亦為地少人稠的國家，墳墓用地的需求亦大。惟因日本普遍實施火葬，每墓位佔地不大，故其墳墓用地問題，尚未及我國嚴重。加上，日本國民普遍持有「萬靈平等」的觀念，無論公營墓園或民營墓園，每個墓位所佔土地面積均以四平方公尺為限，如係草坪式公墓者，則普遍規劃為每墓位佔地一平方公尺、且最多可安置六個骨灰罐，故其用地情形極為經濟，墓園的設計亦注重景觀。空間綠地要多，墓園都兼具有公園功能。今後我國必須加強宣導推行火葬，為此，應增設火葬場與納骨堂，以資降低墳墓用地的需求。此外，亦須繼續推行公墓公園化計畫，美化墓園環境，以資改變國人對墓地所持印象與觀念，以便發揮墓地的公園功能。同時，亦須考慮墓地的循環利用，凡埋葬後經過一段時間（平均為十年），必須實施撿骨，並將其骨骸罐安置於納骨堂(塔)，俾利實施墳墓用地的循環使用。
