    Abstract: 俄羅斯自1992年獨立以來,實施自由化政策(Liberalization Policies),經濟制度由中央統制型計劃經濟體系轉型到市場經濟體系,除了進行價格自由化之改革外,另外一項重要的經濟轉型政策爲“對外經濟活動自由化”。雖然俄羅斯於1992年開始實施自由化,但遲至1993年5月21日才建立『關稅法』(On Customs Tariff),1995年建立『關於國家對外貿易活動管理法』(On State Regulation of Foreign Trade Activity)聯邦法,然後其他俄羅斯政府及立法機構所發佈之對外經濟活動相關法令,例如聯邦法律、總統命令及各級政府所公佈之規定及條款等相關配套法令才逐漸制定。本文的研究主要係針對俄羅斯在經濟轉型過程中,如何建立現行的出口制度及經由其制度的建立過程了解其變革,並加以回顧和檢討,探討俄羅斯在建立出口制度上的具體措施,特別針對俄羅斯目前的出口制度中,就其重要的「出口限額與貨物許可證」、『出口管制』、『出口利潤的匯回與強制出售』、『個別商品出口關稅』及『附加價值稅與消費稅』等政策加以探討,以求能詳細了解俄羅斯出口制度,做爲未來結合制度與數量模型研究的基礎,並且提供我國企業前進俄羅斯市場的法律參考文獻。
    From independent in 1992, Russia has been implemented ”Liberalization Policies”. Economic system has been transferred from central planed economic system to marketing economic. Besides reforming price liberalization, the other important economic transferred policies are ”liberalization of foreign economic activity”. Although Russia began to carry out ”Liberalization” from 1992, it set up ”On Customs Tariff” until May 21 1993. Russia established Federal law ”On State Regulation of Foreign Trade Activity” in 1995, and then government and legislative body published the other relative orders. For example: Federal law; Decree of the President of the RF; Decision of the Council of Heads of Governments of the CIS; Act of the Government of the RF and order of the Ministry for Foreign Economic Relations of the RF, and so on. A main study is focus on the process when Russian economy is transferred. How establishes its` export system and change it. To understand Russia export system, we will discuss the concretive measures of Russia`s export system. Especial the following variables: quotas and licensing; export duties and VAT and excise tax on exported goods; control over repatriation of export revenues and compulsory sale of foreign currency revenues. It can be studied basis of combination system and econometric model. And this study also can become law reference to Taiwan business when they invest in Russia market.
