    Abstract: 一九九一年十二月底,蘇聯解體後,俄羅斯聯邦取代了蘇聯,其對華關係基本上是延續蘇聯末期的政策,新的政治條件更有利雙方實質關係的發展。台北與莫斯科關係在蘇聯末期已開始解凍和改善,其政治上的劇變,沒有影響其進程。1992年9月,葉爾欽下令,確認「只有一個中國,台灣是中國不可分割的一部分」,華俄之間只有非官方關係。不久設立台北與莫斯科間的「經濟文化協調委員會」,互設代表處。在對華政策上,俄方存在不同觀點。一些俄羅斯學者認爲,俄華關係應像美華和法華等關係一樣,對台灣只維持非官方關係。在經貿關係上,穩定發展。雙方直航可能在不久的未來開始。文化交流持續進行。台灣自費前往俄羅斯留學或遊學的人數也逐漸增加。教育部提供獎學金給俄方學生,來台學習華語或研究台灣經濟。兩國之間文藝團體的往來,亦早已開始,絡繹不絕。兩國人民的相互了解與彼此認知在日益加深中,爲改善實質關鋪路。
    At the end of year 1991, after the disintegration of the USSR, Russia became an independent state, taking on the role of the Soviet Union in the international arena. Moscow`s policy towards the ROC did not undergo any drastic changes, while the new conditions are more suitable for development of the ROC-Russian relations. Taipei-Moscow ties, having been improved at the last stage of the USSR, were not affected by the dramatic political event. However, on September 1992, the president of Russia announced that there is only one China and Taiwan is an organic part of China, therefore, any relations between the ROC and Russia are merely unofficial and people-to-people. In spite of that, the two sides set up later Taipei-Moscow Economical and Culture Commission, respectively keeping its reprehensive office in the other`s capital. In regard to policy towards the ROC, there are different points of view among Russians. Some of them contend, that their relations with Taiwan should be exactly like those between the U.S.A. and the ROC. In reality, the economic and trade relations between the both sides are progressing stably, and the exchanges of culture and education, increasingly. By and large, mutual understanding and perception of each other between the peoples of the two countries are improving deeper and wider. And that may be a guarantee to further development of all aspects of ROC-Russian relations.
