    Title: 俄羅斯大眾傳媒法規與新聞自由之探討

    Abstract: 1990年的《新聞法》是蘇聯歷史上第一個保障新聞自由的法律, 蘇聯解體後，俄羅斯政府將《新聞法》加以增訂修正, 1992年制定了《大眾傳媒法》。本文探討現行俄羅斯傳媒法律中的相關條文，發現俄國執政者意圖在法律的基礎上增加政府對媒體控制的權力。俄羅斯雖取消對媒體的新聞檢查，但取而代之的是政治和經濟因素的干預；同時受歷史性因素的影響，以致於法律的制訂並不等於它的執行。除此之外，作者並分析目前俄羅斯在新聞自由實踐上所面臨的其他障礙。公正客觀的大眾傳播媒體是民主社會進步的動力，如何顧及媒體的新聞自由權並給予合理的限制，或許將是俄國政府未來面臨的挑戰。
    The press law enacted in 1990 is the first law subjected to protect the press freedom throughout the USSR history. After USSR broke down, the Russian government amended the press law and, in 1992, formulated the mass media law. This article discussed the related clauses of the contemporary Russian mass media law, finding that the Russian government attempts to increase power to control the media in the name of law. Although, censorship was banned to the press, the Russian government played a major role in the political and economical environment, insidiously. Because of Russian history background, the drawn up law fails to fulfill. Besides, this article analyzed the obstacles the Russian faced while realizing the press freedom. An objective and righteous mass media is the key point for the progress of the democratic society. How to regulate the press freedom rather than suppress it might will be the major challenge for the Russian government.
