    摘要: 台灣與俄國各自以自己的方式度過了一段歷史上饒富意義且相當重要的階段：新社會與新政府的形成．有相當多的國家及社會都經歷過這樣的階段，以自己的方式，自然而然地重複一些共同的步伐，並利用類似組織機構的方法．社會與國家是不停地在進步的，故其領導者也需拓展視界，求新求變．在這些過程之中，有種最主要的動力：公民社會（civil society），其作用結果為：民主的鞏固（democratic consolidation）．於各個獨立的國家個體內，這些動力及它們所造成的結果也迥然不同．台灣與俄國之間的比較可以讓我們看出它們在＂公民社會＂與＂民主的鞏固＂的發展形成中，相似及特殊之處。
    Now Russian and Taiwan each in its own manner experience very interesting and important periods of historical life − formation of new state and society. Many societies and states have seen this quite difficult time. They gave lived through this period in their own way by involuntarily repeating some common steps, taking some similar actions and using analogous organizational forms. Society and state are in permanent progress. So their prime movers change, expand and develop. These processes centre round civil society as their main wheel and democratic consolidation as its activity result. Having a national individuality, these forces and their result are absolutely different. Comparison of Russia and Taiwan allows to reveal a number of common and peculiar features in their civil society and democratic consolidation establishing.
