    Title: 東協加三區域高等教育國際學生流動之趨勢與分析
    The Trend and Analysis of Higher Education International Student Mobility in ASEAN+3 Area

    Abstract: 在全球化浪潮席捲之下,各國的經濟、政治、甚至教育場域,或積極或被動地被迫做出相對應之回應,以高等教育而言,不僅鑲嵌於經濟全球化、高等教育國際化等脈絡中,全球高等教育更在晚近二、三十年急遽擴張,種種變革導致國際學生流動之樣貌,開始在全球、區域甚至國家層級出現巨大轉變,以全球的角度檢視國際學生流動市場,可見「東協加三區域」已然呈現新興崛起之姿,以區域的角度檢視,則能知悉其內部存在動態、複雜且具高低位階等尚待釐清之關係,因此本研究將綜整與分析國際學生流動數據,呈現「東協加三區域」高等教育國際學生流動之樣貌與趨勢。
    本研究透過文件分析法、深度訪談等研究方法,剖析「東協加三區域」高等教育國際學生流動之複雜情勢,及其為促成國際學生的區域內流動之作為與挑戰,以下為本研究所得之五點研究結論:(一)「東協加三區域」存在「核心-半邊陲-邊陲」的國際學生流動情況,以及動態性的國家變動;(二)「東協加三區域」主要以區域超國家組織及國家主導的「由上而下」運作之高教合作機制,作為促成國際學生區域內流動之方針;(三)「地理位置」為影響「東協加三區域」國際學生流動之主因;(四)「東協加三區域」高教合作機制存在政策制定面與政策執行面的認知落差;(五)「東協加三區域」高教合作機制運行的實際阻礙,廣含「學生、國家及高教機構」層面,然以高教機構間的品質差異最亟需克服。最後,並針對「東協加三區域」國家、相關教育單位及「東協加三區域」高等教育國際學生流動後續研究提出具體建議。
    With the influence of globalization, each country is forced, acatively or passively to respond to the impact arising from economic, political or educational field. In terms of higher education, it is not only embedded in the context of economic globalization and higher education internationalization, but experiences rapidly expansion in recent two or three decades, which leads to a great change of the condition of international student mobility globally. With that, this study argues that "ASEAN+3 area" is rising in the market of international student mobility. While with the regional view, this study also declares that there exists complex condition which needs to be clarified in "ASEAN+3 area".
    In order to investigate the complex condition of international student mobility in "ASEAN+3 area" and clarify the actions and challenges within the region, this study mainly adopts the research methods of Documentary Analysis and In-depth Interviews. The conclusions are as follows: (a) "ASEAN+3 area" exists the relationship of "core, semi-periphery and periphery" international student flow and dynamic changes in the countries, (b) "ASEAN+3 area" adopts "top-down" higher education cooperative mechanisms led by supra-national institutions and countries to make international students flow in the region, (c) "Location" is the factor that influences student mobility most in "ASEAN+3 area", (d) Acts taken by "ASEAN+3 area" has great gap between formulation and implementation side, (e) Difficulties faced by higher education cooperative mechanisms in "ASEAN+3 area" exist in student, national, and higher education institution level; yet the quality level between higher education institutions is the most urgent problem to be overcome. Finally, some specific suggestions are given to countries and educational institutions in "ASEAN+3 area" as reference strategies to promote international student mobility.
